Minna Kivimäki has been the Permanent Secretary of the Ministry of Transport and Communications since June 2021. She has worked at the Ministry of Transport and Communications since 1997 and held several positions, including Director of Unit for Transport Services and Director General of the Transport Policy Department and as Director General of the Services Department.
Kivimäki worked as Deputy Permanent Representative and Coreper 1 Ambassador in the Permanent Representation of Finland to the EU from 2016 to 2021. During the Finnish EU Presidency 2019 she chaired the Coreper 1. She has also worked in the Permanent Representation as a Transport Counsellor in 2000 – 2003 and 2006 – 2007 and chaired the EU Council’s Transport Working Group during the Finnish EU Presidency 2006.
She has a Master of Laws degree from the University of Helsinki, specializing in international law.
