Vinícius de Faria Silva is a Digital Technologies Advisor at Brazil’s Ministry of Management and Innovation in Public Services, with over 24 years of experience in digital technologies, innovation ecosystems, and adaptive governance for large-scale complex digital infrastructures.
He began his career working on advanced computer science research projects at the Institute of Mathematics and Computer Sciences and the Laboratory of Machines and Tools, at the University of São Paulo in São Carlos, São Paulo, Brazil. He developed intelligent agents at Living Systems AG in the Black Forest area of Germany and in the Boston area of the United States.
In the financial sector, he worked on global algorithmic trading platforms at UBS Investment Bank in Houston and New York, United States. He designed and integrated complex financial and business architectures for institutions like Bradesco, Medial Saúde, and Natura in São Paulo, Brazil.
In the Brazilian public sector, Vinícius played a significant role in digital modernization. He led automation pilots for controlling the flow of people through Brazil’s borders while supporting the Brazilian Federal Police. He applied machine learning in digital government initiatives, social policies, and payroll systems in the federal government.
At the Ministry of Planning of Brazil, he pioneered the regulation of public cloud computing and agile methodologies, creating procurement and adoption frameworks, as well as adaptive governance structures like the Solution Delivery Process (PES) and Way of Working (JdT), adopted by various public agencies.
He contributed to the conception and development of the National Innovation Strategy and the integration of R&D policies at the Ministry of Science, Technology, and Innovation of Brazil. His experience has been fostering innovative, results-driven approaches with disruptive potential in both the private and public sectors.
