Ralf-Martin Soe is an Assistant Professor of Smart City Studies and a Founding Director of the FinEst Centre for Smart Cities at TalTech. His additional positions include being an Academic Visitor at the Computer Science Department of Aalto University (2024), a Global Digital Governance Fellow at Stanford University (2023), a Development Manager at the Estonia Association of ICT (2013-2021), a Government Fellow at the United Nations University’s e-Government Unit (2018) and an ICT Counsellor to the Minister of Entrepreneurship and Information Technology in Estonia (2017-2018).
